"Priority-2030": how to build a knowledge economy

The results of the "Priority 2030" program, aimed at forming a group of leading universities to create new knowledge and technologies for introduction into the economy, have been announced. The universities will work out solutions for the system of higher education as well, spreading the best research and innovation practices, and making the regions attractive to live and work in.

The program is implemented as part of the federal project "Personnel for the Digital Economy" of the national program "Digital Economy of the Russian Federation".

The total financing of the "Priority 2030" program by the end of 2022 will amount to over 47 billion rubles, and these are real investments in building the knowledge economy. The goal is to have at least a hundred progressive universities in the country by 2030. This year, 191 universities submitted applications. 106 universities were selected to receive the basic part of the grant in the amount of 100 million rubles per year.

To participate, it was necessary to present the current program of university development or a draft of such program which should have included the target model, strategic projects, events and performance indicators. It is crucial that the selection criteria also emphasized the ability of universities to attract financing, which presupposes cooperation with industrial partners and understanding of modern markets and products. It is planned to evaluate performance indicators based on such parameters as the amount of research and development, the share of teaching staff under 39 years old, the number of students who received additional qualifications or studied in programs related to the acquisition of digital skills. Publications and income from intellectual activity will also be taken into account.

For the first time the government and the Ministry of Science and Higher Education built a system for working with applications online: a personal account, webinars - all document flow took place in a closed electronic system and was recorded through a digital signature. A total of seven webinars were held, individual online consultations were held, and informational and explanatory materials were published.
